Responsibilities

Establishes goals, procedures and policies for Commission staff and recommends policies to the Planning Commission. Oversees and manages planning services for other governmental units on a contractual, intergovernmental or service agreement basis. Oversees and manages planning services for community and regional not-for-profit organizations on a contractual or service agreement basis. Oversees and manages planning services for private sector enterprises, consistent with the Commission's mission and with approval of its Executive Policy Board, on a contractual or service agreement basis. Oversees and directs the Commission's efforts through the Springfield Area Transportation Study as Metropolitan Planning Organization for the region. Manages and coordinates budget preparation, personnel supervision, and grant and contract management for the Commission. Serves as senior staff to the Planning Commission and its officers, ensuring that the Commission's activities are conducted pursuant to its establishing code and bylaws, as well as applicable federal, state and local laws. Represents the Commission and its officers before federal, state and local bodies as well as the public. The position reports directly to the Executive Policy Board of the SSCRPC and works closely with other units of local government. 

Requirements

Master's degree in urban/regional planning or closely related field and 10 years increasingly responsible planning experience including three years in an administrative/supervisory position in a public planning agency and three years planning experience at the local level; or bachelor's degree in urban/regional planning or closely related field and 12 years increasingly responsible planning experience including five years in an administrative/supervisory position in a public planning agency and three years planning experience at the local level.

Skills

The successful candidate for the position will demonstrate experience and excellence in administering public agency programs and projects, be creative and have problem-solving ability. The candidate must have outstanding interpersonal, oral and writing skills, experience working with the media and public interest groups, and ability to develop positive relationships with a variety of community, business, government, and neighborhood organizations, citizens and staff.

Candidates will also have an extensive knowledge of contemporary planning concepts, principles and skills developed by both educational training and work experience as follows: A demonstrated working knowledge of applicable federal, state and local planning laws and regulations related to comprehensive and strategic planning, land use and zoning, subdivisions, historic preservation, environmental issues, long and short range transportation and mass transit planning projects, annexation, zoning, floodplain management, natural hazards mitigation planning, Knowledge of state and federal grant programs and success with submitting successful applications and deficiency-free grant management.  

Benefits

Work Hours: Monday-Friday, 8am-430p, FLSA exempt, 37.5 hours per week (monthly evening meetings required) Salary & benefits: Salary is commensurate with experience,  2 weeks paid vacation, 3 paid personal days, 12 paid sick leave days and 13 paid holidays per year. Individual and Family health, dental and life insurance options and IMRF retirement.
