Low Income Sewer Assistance Program (LISAP)

Low-Income Sewer Assistance Program (LISAP) is available year round.  This Program is for residents of Sangamon County.  You may be eligible for a one-time payment of $100.00 for the current program year.  You can call to schedule an appointment at 217-535-3120.

Beginning in October, households with LIHEAP appointments are also offered the sewer rebate if they are customers of CWLP.

Who is eligible?

You are eligible if you can answer yes to all of the following questions:

  • If you live with Sangamon County and receive service from one of the approved vendors.
  • If you are eligible for LiHeap you would be eligible for this program as well.
  • The 30-day gross income of your household, previous to the appointment, did not exceed the following:

For families with more than 18 persons, add $673 for each additional person. $8,070

These figures are based on the 2024 Federal Poverty Guidelines published in the US Department of Health and Human Services in the Federal Register/Volume 89/Number 11/January 17, 2024. Given that HHS allows 150% of FPG or 60% of SMI, where 200% of FPG is lower than 60% of SMI the program will be using 200% of FPG as our highest category. However, for the household size of 8 to 11 members, the benefit at 200% would exceed the allowable 60% SMI. For households larger than 11 members, the 150% will be set as the maximum income eligibility criteria. The state reserves the right to adjust these levels based on the availability of federal appropriations.

What is “Gross Income of Household”?

This is the income received by EVERY member of your household (related or not) in the previous 30 days before your appointment who was at least 18 years old.  This includes but is not limited to wages, salaries, gross amounts of pensions and annuities, retirement benefits, Social Security benefits, unemployment, TANF, disability, child support, general assistance and any other form of income.

What Documents are Required to Prove Income?

For each household we require:

  • Copy of Social Security cards for everyone in the household
  • Copy of Photo ID of anyone 18 years old or older that lives in the household
  • Copy of 30-day income. - Can be current social security letter, bank statement, paycheck stubs, and child support or retirement income.  This includes social security income for any child in the home.  If no income, you must fill out completely the Zero Income Form; sign and date if for anyone 18 years old or older.
  • Copy of current CWLP bill showing sewer charges
  • Copy of Public Aid printout showing TANF and/or SNAP amounts

If no income has been received, applicant and all household members over 18 years of age must provide one of the following documents:

  • Denial letter for social security benefits.
  • Denial letter for unemployment benefits.
  • Denial letter for workman’s compensation.
  • Medical card (copy of front and back) with clients name on it.
  • Proof of application for food stamps, cash/medical.
