Dr. Gina Lathan is the Founder and Chief Executive Officer of LathanHarris, Inc. (LHI). Founded in 2007, LHI is a minority and woman-owned project management, evaluation, and training firm. In her leadership role, Dr. Lathan has managed and evaluated multi-year and multi-site projects for the federal Offices of Women's Health and Minority Health, and several state of Illinois agencies. She led in the development of city and county-wide strategic plans, needs assessments and equity analysis targeted to low-income, minority and homeless populations. Dr. Lathan has developed and implemented several comprehensive science, technology, engineering, and mathematics (STEM), workforce development, violence prevention, court diversion, emergency preparedness and response and infectious, and chronic disease programs. Dr. Lathan has evaluated program delivery systems of local health departments, federally qualified health centers and social service agencies. She has also developed and launched international and national media projects and coordinated numerous conferences and trainings. Dr. Lathan is the former Chief for the Immunization Section for the Illinois Department of Public Health and the former Assistant Chief for the Illinois Department of Public Health's HIV/AIDS Section.

Dr. Lathan is a co-owner and President of Route History, a museum that highlights the experiences, tragedy, resilience, and excellence of Black people along Historic Route 66. These experiences serve as a reminder of struggles and consistent perseverance towards excellence despite overwhelming systemic racism and injustices. For Route History, Dr. Lathan leads comprehensive virtual reality initiatives, the promotion of electric cars and clean energy, women in technology initiatives, and United Nations simulations.

Dr. Lathan is the Sangamon County Board Member for District 22. She is a former appointed member of the Sangamon County Zoning Board of Appeals, a Commissioner for the Springfield International Visitors Commission, and a Committeeman for Sangamon County Precinct 48. Dr. Lathan has over 20 years of experience as a volunteer for local, state and federal political campaigns.

Dr. Lathan is a graduate of the University of Illinois Urbana-Champaign with a PhD in Community Health with specializations in Public Policy and Program Evaluation, and a Master of Public Health degree from the University of Illinois-Springfield. She has served as a fellow for the W.K. Kellogg Foundation’s HRDI Multicultural Executive Leaders Fellowship program. Dr. Lathan is a member of Alpha Kappa Alpha, Sorority Incorporated and The Links, Incorporated. Dr. Lathan is a past board member for Memorial Behavioral Health and Chair for the Health Equity Committee for the Illinois Public Health Association.
