Responsibilities

The Land of Lincoln Workforce Alliance (LLWA) is focused on creating collaborative responses between education and workforce development to meet regional workforce challenges. Sangamon County, as the fiscal agent for Local Workforce Innovation Area 20 (LWIA 20), is seeking a Business Services Representative & Equal Opportunity Officer to work with the federally-funded Workforce Innovation Opportunity Act (WIOA) for the five county LWIA 20 area (Sangamon, Cass, Christian, Logan, and Menard counties in Central Illinois). The Business Services Representative & Equal Opportunity Officer works under the leadership of the Executive Director and the Workforce Board. The position reports to the Director and is governed by the Sangamon County employment policies. This position is responsible for developing and maintaining employer relationships; writing contracts with employers for on-the-job training (OJT), customized training, and Incumbent Worker Training (IWT), coordinating special projects that involve working with major employers; oversee and ensure program compliance, complete eligibility audits based on federal, state and local regulations/guidelines; administer the Equal Opportunity program for the agency.

Requirements

Education and/or Experience: Bachelor’s degree in social service, education, human resource management or related area preferred. Combination of education, training and experience may be considered.Must possess valid Driver's License.

Skills

Required Duties/Skills: Market workforce development/special projects to employers, community and citizens in the five county area. Develop contracts for employer services-OJT, incumbent worker, customized training and other services for employers. Enter and maintain information on the Illinois Workforce Development System (IWDS), Illinois Employment Business System (IEBS), or appropriate federal grant data system. Coordinate special grant projects involving local employers, collaborating with training providers, state agency representatives and employer representatives. Participate in local career fairs, informing participants of services available at the Center and also network with local employers to determine current hiring needs. Assist in planning rapid response workshops for major layoff events by attending pre-layoff employer site visits, presenting information on training and job search assistance to the dislocated workers, coordinating informational packets and handouts, and gathering information on the immediate needs of the affected workers. Serve as EO Officer for staff and clients funded by WIOA. As EO Officer, provide guidance to clients and staff in order to resolve complaints/issues. Report to LLWA Executive Director, Workforce Innovation Board (WIB) and Chief Elected Officials (CEOs). Monitor all local reporting mandated by DCEO relative to EO compliance. Develop and implement staff awareness training as it relates to the Center’s delivery of services to people with disabilities. Knowledge of workforce issues, community resources, and labor market information; computer literacy including proven knowledge of database systems and ability to work effectively with a wide variety of people; written and verbal communication skills and problem solving ability; ability to provide excellent customer service. Perform other duties as may be necessary or assigned by the Director. Adhere to the philosophy and policies of the Land of Lincoln Workforce Alliance and Board.

Benefits

Work Hours: Monday-Friday, 8:00a.m.-4:30p.m or 8:30a.m -5:00p.m., 37.5 hours per week (quarterly evening meetings required). Employee will work in Sangamon County, in the Springfield office.
Salary & Benefits: $57,000 minimum; 2 weeks paid vacation, paid personal days, 12 paid sick leave days and 13 paid holidays per year. Individual and family health, dental and life insurance options, and retirement.
