Under the supervision of the Executive Director, performs duties requiring knowledge of social service delivery systems, utility company operations and weatherization programs. Is reponsible for the day-to-day operation of the Illinois Home Weatherization Assistance Program and all energy related activities of the Department, as well as for the meeting of federal, Illinois and Departmental standards and requirements for the same. Serves as public contact for all energy programs.

Responsibilities
  1. Serves as principal public contact for IHWAP, and all energy related grants providing information on the benefits of these programs. Answers inquiries about IHWAP, and all energy related programs including telephone calls, correspondence and in­ person inquires.
  1. Maintains knowledge of the workings, procedures and rules of the Illinois Home Energy Assistance Program, Illinois Home Weatherization Assistance Program and all energy related activities of the Department as operated by Sub-Grant through the Illinois Department of Economic Opportunity (DCEO).
  1. Works closely with intake staff and the Fiscal Manager to assure smooth f1ow of applications and processing and that vendor and contractor payments are made on a timely basis.
  1. Works closely with the Illinois Department of Economic Opportunity (DCEO) to assure program regulations and all reporting requirements are met and complied within a timely manner. Takes necessary measures to assure the security, confidentiality, accuracy and integrity of the files and records of the program, including applicant and personnel records.
  1. Prepares all budget documents and production schedules for IHWAP, and all      energy related activities for the Department's overall budget.
  1. Attends required training on the IHWAP, and other energy related programs and assures that other Departmental personnel receive appropriate information and training.
 
  1. Secures necessary vendor and contractor agreements prior to start-up of the programs as required by the DCEO and otherwise establishes and maintains close working relationships with utilities and other vendors. Takes necessary measures to insure the accuracy and integrity of the bidding and purchase process for Weatherization materials and of the inventory for those materials.
  1. Conducts complete procurement process each year for HVAC and architectural contractors to work in the Weatherization program.
  1. Works with other community based organizations and businesses locating and securing appropriate sites for outreach purposes.
  1. Maintains manuals and files as required for operation of the energy programs, including the Programmatic and Administrative Manual, and a sequential file of Policy Letters and Technical Assistance Memoranda.     ·
  1. Assists in the entry of applications onto the on-line direct client system as needed.
  1. Performs other duties as may be assigned or required.
Requirements
  1. B.S./B.A. degree in Public Administration Business, Social Services, Management or other related discipline. Relevant work experience may be substituted on a year-for-year basis in lieu of formal education.
  1. Two years of successful work experience in a public-contract environment, preferably in a social services setting, either privately or publicly funded. Some preference will be given to persons with at least one-year experience in construction or energy-related business.
  1. Successful completion of DCEO's Weatherization Certification Program.
  1. At least one year supervisory experience
  1. Ability to interpret federal and state policies and regulations.
  1. Ability to analyze program operations, spot potential deficiencies and develop workable solutions.

    7. A working knowledge of accepted accounting procedures, office practices and data management              systems.
